Coming in very late to say that springkink on LJ runs the pick-a-prompt format, and it garners a lot of attention and posts. It still has deadlines, though, so may not suit your writing style. (The current round has a long list of prompts for each day in November, people picked what they wanted about a month beforehand, and submit their stories on the day specified).
