I'm one of the co-mods for Make the Yuletide Gay, the current popslash sesa, and we've moved to allowing people who have not signed up for the main exchange to sign up as pitch-hitters, which has worked well, in terms of letting more people get involved and in terms of widening the pitch-hit pool.

(I've also run non-exchange orientated ficathons and challenges which were not exchange-oriented, where you can be a lot more laid-back about people dropping out.)
