Interesting. Speaking as a screenreader user, whenever I have slides I want to access, I don't even bother with pp but just save out as an rtf file. It works very well. But of course I would lose any information contained only in a graphical form.

Yeah, webaim tells you how to add alt but I can assure you from experience that it's a nightmare to do.

I can't really help with the general question, but I can verify that Powerpoint supports alt text at least as far back as Office 2010.

When I worked for an online learning program, we converted all Powerpoints to HTML and added alt text.

If you've got a lot of images or complex charts, describing those could get more challenging and I don't know anywhere near enough about how to do it in a useful way, so I defer to folks who have more experience doing this and/or using the results.
